01 — What is the AMF?

The Autorité des marchés financiers (AMF) is Québec's government body responsible for regulating provincial financial markets and protecting consumers of financial products and services. Created in 2004 by the Act respecting the Autorité des marchés financiers, it consolidated functions previously spread across several entities (Bureau des services financiers, Commission des valeurs mobilières du Québec, etc.).

The AMF is headquartered in Québec City with an office in Montréal. It reports to the Ministère des Finances du Québec and to the National Assembly. The AMF is a member of the Canadian Securities Administrators (CSA), the national umbrella of provincial and territorial regulators.

For a Québec trader, the AMF is particularly important because any broker or financial advisor soliciting clients in Québec must be registered in its register — in addition to being a CIRO member at the federal level.

03 — How to Verify a Broker's AMF Registration

Before investing with a broker or financial advisor in Québec, verify their registration in the AMF's Register of companies and individuals authorized to practice.

The AMF is one of the most active provincial regulators on cryptocurrencies in Canada. Its position is clear: any platform offering crypto products that constitute securities (contracts, derivatives, crypto funds) must be registered with the AMF or obtain an exemption.

Does a CIRO-registered broker also need to be registered with the AMF?
Yes, to serve clients in Québec. CIRO registration is federal and national, but to operate in Québec, a broker must also be registered in the AMF register. The two requirements are complementary, not alternatives. AvaTrade Canada and FOREX.com, for example, satisfy both.
Does the AMF protect my funds like CIPF?
The AMF has the Financial Services Compensation Fund (FISF), which covers victims of fraud committed by certified representatives (mutual fund advisors, insurance agents) up to $200,000. For investment dealers that are CIRO members, it is CIPF that provides up to $1M CAD protection in the event of broker insolvency.
How do I report an unauthorized broker to the AMF?
Go to lautorite.qc.ca → Report a problem or call 1-877-525-0337. Provide the broker's name, website, and any documents you have (contracts, statements, communications). The AMF will investigate and may issue a public alert to protect other investors.
Are crypto exchanges regulated by the AMF?
Partially. Crypto exchanges offering securities products (crypto contracts, crypto ETFs) must register with the AMF. Spot exchanges (direct BTC, ETH purchases) fall primarily under FINTRAC at the federal level. The AMF has banned certain non-compliant exchanges in Québec — always check the list of authorized platforms.
